A system of rule stabilizes itself by attracting followers who are not fanatically convinced of the ideology but are willing to come to terms with it because they expect to benefit from it.

I suspect that 80% of the voters of the larger parties are such followers. Only in smaller parties is the percentage of hardcore ideologues likely to be higher than in the major parties.

Of course, those in power are forced to serve their clientele. Otherwise, the followers would join other groups.
